Mr. Woodford has 30 years of experience preparing patronage and revenue forecasts for large-scale transportation infrastructure projects. His work has involved developing projections of opening- and horizon-year ridership forecasts and using this information to support the Federal Transit Administration project evaluation process. Mr. Woodford’s work has been instrumental in winning Full Funding Grant Agreements for many of the largest and most complex transit projects in the United States as well as playing a pivotal role in developing New Starts-ready forecasting models.
Mr. Woodford has experience working directly for the Federal Transit Administration as a research contractor. He developed ridership forecasting techniques for better calculating the impact transit projects have on highway congestion and led the development of a data library for FTA that provides information on the trip and traveler characteristics of riders on recent FTA-funded New Starts projects. In addition to his transit agency work, Mr. Woodford has directed or participated in projects for FHWA, State DOTs, and MPOs.
Before joining RSG, Mr. Woodford served as Vice President at AECOM, leading their Consulting and Mid-Atlantic Planning Market Segment. He has also served as Principal in the Transportation Consulting Practice at KPMG Consulting.
