Mr. Hinckley is RSG’s principal consultant in charge of air quality permitting and has over a decade of experience in a wide range of air pollution sources throughout the United States. Mr. Hinckley has expertise in permit application preparation, air quality modeling and Best Available Control Technology (BACT) assessments. Mr. Hinckley has presented technical papers related to air quality permitting at national conferences and has recently served as an invited speaker at a number of regional biomass conferences on the topic of air pollution control. Mr. Hinckley has provided expert witness testimony for state and local boards and courts.
