Mr. Fowler is a senior project consultant in RSG's Transporation Market Research practice where he conducts stated preference surveys and consumer choice modeling for transportation projects. His primary focus is to improve estimates of willingness to pay, or value of time, of travelers under various road pricing conditions. Since joining the firm in 2004, he has been involved in the questionnaire design, administration, and discrete choice model estimation for more than three dozen stated preference surveys to support major transportation infrastructure investment projects across the United States and Canada.
