Mr. Plumeau directs RSG's transportation planning and policy analysis service area within the firm's Transportation practice. He specializes in facilitating enhanced transportation planning effectiveness through strategic planning, process analysis and institutional change management. His experience includes developing innovative transportation initiatives and funding strategies in states and urban areas; communicating complex issues to diverse audiences; conducting development and strategic planning for transportation agencies, and facilitating consensus-building among disparate parties. Mr. Plumeau has recently focused on how the structures, relationships, and geographies of transportation planning and operating agencies affect their ability to address climate change adaptation and mitigation.
