ITM Model Development and Application - Burlington Region, Vermont

Project Background

Chittenden County is Vermont’s fastest growing region located between Lake Champlain and the Green Mountains, with the City of Burlington as its urban core. To assist the Chittenden County Metropolitan Planning Organization (CCMPO) in achieving its regional transportation and land use planning goals, Resource Systems Group developed a comprehensive regional modeling system. Model capabilities include the analysis of highway projects, bus improvements, light rail, commuter rail, bicycle and pedestrian facilities, and transportation demand management programs. Land use policies analyzed include regional and local growth centers, and land use ordinances for outlying areas. |  |
 Project Scope

Resource Systems Group built the original Integrated Transportation Model (ITM) for the MPO in 1988. RSG has subsequently worked over the years to enhance the ITM modeling system with several advanced practice features including full feedback with land-use allocation, person-based trip generation, peak spreading, intersection modeling and a nested logit mode choice model. The land-use allocation model is consistent with a Putnam-Lowry type allocation model, utilizing estimates of accessibility and land availability to forecast likely growth.
TM was originally written in C++, and has since been converted over to TransCAD with the full functionality of ITM written in GIS-DK.

Project Results

The advanced practice model has been through an extensive Peer Review process and vehicular travel is calibrated to a level greatly exceeding Federal Highway Administration standards. Following the Federal Transit Administration for Alternative and Major Investment Analysis methodology, transit ridership was estimating for proposed commuter rail, light rail, and enhanced bus services. Resource Systems Group continues to improve the model and use it to analyze the impacts of proposed developments or highway improvements. The CCMPO uses the model as the foundation for their long-range planning efforts. |
