Background

The Tappan Zee Bridge/I-287 Corridor Environmental Review consists of an Alternatives Analysis being done by the New York State Thruway Authority (NYSTA), the Metropolitan Transportation Authority (MTA) and Metro-North Railroad, in coordination with and subject to the review and acceptance by the Federal Highway Administration (FHWA) and the Federal Transit Authority (FTA). Efforts were coordinated with other local transportation agencies, such as the Port Authority of New York and New Jersey.

Congestion in the corridor will continue to worsen, and the structural needs of the Tappan Zee Bridge must be addressed as it nears the end of its expected service life. The purpose of the study is to identify and evaluate alternative proposals that address the transportation needs of the Tappan Zee Bridge/I-287 Corridor.

RSG designed and administered an origin-destination survey to determine origins, destinations, and purposes of trips throughout the area including trans-Hudson trips, to refine the regional model estimates of origin and destination locations by collecting data from travelers using auto, bus, commuter rail, and ferry. A stated-preference survey was also conducted to collect details about current mode choices to estimate effects of corridor demographics on mode choice and to determine propensity to use new rail service

Project Scope

•  Conducted origin/destination survey, collecting data on weekdays and weekends from:
  • Tappan Zee cash and EZPass commuters

  • EZPass users of other regional bridges such as GW Bridge, Bear Mountain Bridge and Newburgh-Beacon Bridge

  • Metro North and NJT rail users west of Hudson

  • Commuter buses to Manhattan, Tarrytown and White Plains

  • Haverstraw-Ossining and Weehawken ferry riders
•  Conducted a mode choice stated-preference survey varying options and trade-off attributes among current mode, new light rail in proposed corridor, new express buses, and new passenger ferry service along the Hudson River


Project Results

This project is ongoing, with coding and compiling survey data collected from over 10,000 o-d and 2,800 stated-preference completed surveys, exceeding the target number of completes.
