- Conducted national scan of current practices in congestion management at the metropolitan and state levels
- Worked with project oversight panel to develop list of case study locations based on various criteria
- Developed information collection guides for use in all case studies to ensure that comparable information was obtained from each case study
- Conducted a series of site visits, interviews, and document reviews with case study agencies
- Wrote case studies for each location, each of which included appropriate graphics
- Developed case study synthesis and summary document that highlights key congestion management success factors with transferability across the country
